I know this may not have been your focus, but the $60M Intel received from OH for doing absolutely still bothers me. That was not a legal loophole. That was an affirmative decision.

You might actually be catching two pieces of the puzzle at once here! Ohio approved a $600 million direct grant to Intel for construction, but the state also recently finalized $60 million in public funds for a workforce training center tailored for Intel. Is the latter what you were tracking?

Either way, your core point holds up completely: these are intentional policy decisions where the public guarantees the funding upfront while the private company dictates the timeline.

Separately, there was a $60M payment to Intel by the state as part of the original subsidies granted by OH. Atty Gen DS is Yost said there was no way to claw back the $$$. That was an intentional provision. Lawyers don’t make those kind of decisions. A “business” person at the top wld have had to sign off. It was not a drafting error (as the state tried to imply…).
